Graduating from the Department of Horticulture at Fujian Agriculture and Forestry University in 1988, Xiaoxue Liao immigrated to New Zealand in 1993, where she began working in the import-export trade sector. Since 2010, she has been deeply engaged in public welfare and community service, actively promoting cultural and economic exchanges between New Zealand and China. With a spirit of innovation and commitment, she has worked tirelessly to promote Chinese culture and support multicultural development in New Zealand.

She founded the New Zealand Chinese Traditional Culture and Arts Experience Center, and established New Zealand’s first Chinese-language library. She has organized over 100 cultural events, including the annual Chinese Cultural Festival and Chinese Book Fair, children’s Chinese Culture Holiday Camps, and Matariki Māori New Year celebrations. She has also led cultural teams into schools, communities, libraries, and corporate organizations across various cities in New Zealand.

As the founder of the New Zealand International Women’s Association and the Elite Business Chamber, she has created platforms that empower women through cultural, sports, and entrepreneurial activities, and continues to enrich the community through diverse and meaningful initiatives.
